Tom Lehman, a developer with the Ethereum team, has introduced this proposal that includes the creation of shared privacy pools alongside a fixed-address system contract and zero-knowledge (ZK) verification. The implementation of EIP-8182 would require a hard fork but would not involve admin keys or governance tokens. The aim here is to consolidate privacy features within Ethereum’s own framework rather than leaving them to fragmented, app-level solutions. Once in place, this upgrade would enable users to conduct private ETH and ERC-20 transactions seamlessly from their existing wallets, allowing specific privacy flows that enhance user experience.

With the establishment of a global shielded pool, the system contract would manage various essential components, including user registries and authorization policies, ensuring that no central authority could impose changes without broad consensus through hard forks. The integration of ZK proof-verification would facilitate efficient verification of private transfer proofs, enhancing transaction efficiency.

Users would still identify transaction recipients through standard Ethereum addresses or ENS names, but the system would obscure their actual identities within the shielded pool. This approach allows wallets to integrate easily and provides users with the capability to send private payments to any address without the hassle of selecting from various incompatible privacy pools. Moreover, the design lays out a mechanism for atomic flows that facilitates easy interaction with public contracts and subsequent re-shielding of results.

However, the proposal does not address all privacy concerns. It recognizes that achieving complete end-to-end privacy involves additional measures such as mempool encryption and network-layer anonymity, which are beyond its current scope.
