In a groundbreaking initiative, Paraguay is set to harness its seized mining equipment for a state-sponsored Bitcoin mining project. The Administración Nacional de Electricidad (ANDE), the country’s electricity authority, has partnered with the infrastructure company Morphware in this ambitious plan, which is expected to utilize thousands of confiscated mining rigs along with abundant hydroelectric power.

This novel approach marks a significant shift for the Paraguayan government as it transitions from merely confiscating illegal mining equipment to actively engaging in cryptocurrency production. Under the new agreement, ANDE will take charge of the mining operations, repurposing a portion of its surplus energy generated from the Itaipú hydroelectric dam for Bitcoin mining instead of exporting it at low, predetermined rates.

The collaboration with Morphware is designed to provide technical guidance, as indicated by the company’s CEO Kenso Trabing, who mentioned that ANDE lacks experience in Bitcoin mining. Consequently, Morphware’s role will primarily be advisory, ensuring the state utility successfully navigates this uncharted territory.

Initially, the project will integrate approximately 1,500 confiscated mining rigs located within existing utility facilities, specifically situated near substations. These facilities will be transformed into basic mining operations equipped with necessary infrastructure, including ventilation systems, transformers, and proper metering, to support Bitcoin production.

This initiative builds on a series of operations against unregulated mining activities, with ANDE seizing equipment from illegal miners across the country since early 2024. The crackdown intensified between May and June of that year, leading to the confiscation of around 30,000 mining rigs, particularly in hotspots like Salto del Guairá. There, authorities uncovered a high-load connection that resulted in significant monthly losses attributed to stolen electric power.

Paraguay’s new venture aligns it with a few other nations that have embraced Bitcoin mining as part of their energy strategies. El Salvador has already integrated Bitcoin mining into its framework, utilizing geothermal energy from state-run facilities. Similarly, Bhutan has been quietly mining Bitcoin since at least 2019, leveraging excess power from its dams to bolster its economy.

Through this collaboration with Morphware, Paraguay aims to maximize its energy resources and control the infrastructure, allowing the government to reap the benefits of Bitcoin mining. This strategy highlights a growing global trend where governments are beginning to realize the potential economic advantages of cryptocurrency.
